How this ranking was built
For Europe the central question differs from Ukraine's: not "where do I get fiat in" but how many pairs quote directly against the euro. Every extra trade through USDT is another fee and another spread, and a round trip pays four of them instead of two.
So the heaviest weight here is the count of direct euro pairs, then whether the euro appears on P2P, then where the venue is registered, and only after that listing breadth and withdrawal cost. Every figure was taken from the exchanges by our own collectors.
Notice how far that shifts the picture. Kraken, last in the Ukrainian ranking, is first here: it lists 546 euro pairs — more than everyone else combined. And Binance, first for Ukraine, is only fourth: it has twenty-nine.

Venue by venue
1. Kraken
Five hundred and forty-six euro pairs, a figure nobody else approaches. Add operation since 2011 and US regulation: of everything we cover this is the venue with the longest and most verifiable history. The price is high in the literal sense: entry-level fees of 0.40% maker and 0.80% taker, the highest we cover, and withdrawal fees are not published at all.
2. OKX
Two hundred and seventy-two euro pairs, second place, alongside ordinary fees and free USDT withdrawal on its own X Layer network. The euro is on P2P too. For a European this is arguably the most balanced combination on the list.
3. WhiteBIT
Ninety-two euro pairs and a European registration — the only one we cover apart from Kraken's American one. Fees are a tenth of a percent. One drawback, but a visible one: withdrawing USDT costs 1 on almost any network, tens of times more than competitors, which makes it awkward for frequent transfers.
4. Binance
Only twenty-nine euro pairs, but the largest euro P2P market in Europe and the cheapest withdrawals among the big venues. If you bring euro in through P2P and trade in USDT, the euro pair count is irrelevant to you, and Binance then comes out ahead.
5. Bybit
Eighteen euro pairs, euro on P2P, twenty withdrawal networks — more than anyone we cover, several of them free. A solid second account alongside Binance on the same "euro in through P2P, trade in USDT" pattern.
6. MEXC
Sixteen euro pairs against an enormous listing: fifteen hundred spot pairs and over a thousand contracts. Euro is on P2P and Plasma withdrawals are free. People choose it for breadth, not for the euro.
7. Bitget
Eleven euro pairs and the broadest spot listing we cover — over three thousand two hundred USDT pairs. Withdrawals are cheap. It has P2P, but no programmatic access to the ads.
8. KuCoin
Four euro pairs, essentially symbolic. But the euro is on P2P, there are nineteen networks and eight hundred pairs. For euro work it is a second-tier venue.
9. HTX
Two euro pairs, but the cheapest USDT withdrawal we cover — 0.001 on BTT. If you bring euro in elsewhere and only move coins here, that figure matters more than the euro pair count.
10. Gate
No direct euro pairs at all. But twenty-four networks for USDT, more than anyone, two thousand spot pairs and operation since 2013.
11. WEEX
No euro pairs, but the euro is on P2P. Seventeen hundred spot pairs and a thousand contracts — strong on breadth, weak on ordinary money.
12. BingX
No direct euro pairs and P2P does not reach our feed. Nearly a thousand perpetuals: this is about derivatives, not about the euro.
13. Toobit
No euro pairs, euro on P2P. A young derivatives venue with the narrowest set of withdrawal networks — ten — and the widest spread of fees between them.
14. LBank
A broad P2P including the euro, and eight hundred and thirty contracts. Absent from our spot arbitrage: the exchange serves its book one symbol per request.
15. Phemex
Neither euro pairs nor P2P. A small derivatives venue simply not built for settling in euro.
What matters most in Europe
A direct pair against two trades. Buying a coin for euro directly costs one fee. Buying it through USDT costs two, and two more on the way back. Over any turnover that is a visible difference, and it is exactly what separates the top three from the rest.
Registration. Most venues we cover are registered in the Seychelles or Panama. Only two have a real jurisdiction: Kraken's American one and WhiteBIT's Lithuanian one. For anyone who values legal certainty, the choice is effectively between those two.
P2P as the fallback entry. Even where euro pairs are scarce, the euro often comes in through P2P — a deal with a person. Look past the rate to the number of ads: where there are only a handful, the rate is unreachable.
