How this ranking was built
There is not a single eyeballed score here. Every figure comes from our own collectors, taken straight from the exchanges and refreshed every few minutes: how many pairs a venue lists, how many perpetuals, whether the hryvnia appears on its P2P, how many networks it supports for USDT and what a withdrawal costs.
The order follows four things that matter to someone in Ukraine: whether hryvnia goes in directly, what it costs to move a coin out, listing breadth and depth in futures. The first two weigh more: without a hryvnia entry the exchange effectively starts on somebody else's platform, and a withdrawal charge eats a route faster than any trading fee.
One caveat, without which the ranking would be dishonest: Bitget, Gate and BingX do have P2P, but they do not serve it publicly, so their ads are absent from our rates. The table marks that as "not in our feed" rather than "no P2P". The distinction matters, and marking a venue down for something we simply cannot see would be wrong.

Venue by venue
1. Binance
The largest hryvnia P2P market and the cheapest withdrawal among the big venues: 0.01 USDT on BSC. Nineteen networks, nearly five hundred spot pairs, over eight hundred contracts. For getting into crypto with hryvnia and for cross-exchange routes it is still the anchor.
2. Bybit
Twenty networks for USDT, more than anyone we cover, and free withdrawals on several. Hryvnia P2P is live. The spot listing is slimmer than the Asian venues', but the book on the main pairs is even.
3. OKX
Free USDT withdrawal on its own X Layer network, sixteen networks in total. Hryvnia P2P is there. Mid-table on pair count, but among the best on execution quality for large pairs.
4. MEXC
Over a thousand perpetuals and fifteen hundred spot pairs: one of the broadest venues we cover. Hryvnia P2P is there, and Plasma withdrawals are free. The flip side of breadth is that among thousands of pairs many have an empty book, where the figure in a table means nothing.
5. WhiteBIT
The only venue we cover with direct hryvnia pairs — sixteen of them, meaning you buy a coin for hryvnia without USDT in between. Plus ninety-two euro pairs. The drawback is real: withdrawing USDT costs 1 on almost any network, tens of times more than competitors. And its P2P is not served publicly.
6. KuCoin
Eight hundred spot pairs, nineteen networks, hryvnia P2P. A solid middle with no glaring weaknesses and no standout advantages.
7. HTX
The cheapest USDT withdrawal we cover — 0.001 on BTT. If you move coins often, that figure deserves attention. Hryvnia P2P is there; the spot listing is mid-table.
8. WEEX
Seventeen hundred spot pairs and a thousand contracts for a relatively young venue. Hryvnia P2P is there. Withdrawal networks are few — eleven.
9. Bitget
The broadest spot listing we cover: over three thousand two hundred USDT pairs. Withdrawals are cheap at 0.01 on BSC. It does have P2P, but there is no programmatic access to the ads, so it is invisible in our hryvnia rates.
10. Gate
Twenty-four networks for USDT, more than anyone, and two thousand spot pairs. Running since 2013, one of the oldest. Does not serve P2P publicly.
11. BingX
Nearly a thousand perpetuals against a moderate spot listing. Withdrawals are cheap. P2P does not reach our feed.
12. Toobit
A young venue with hryvnia P2P and a clear derivatives lean. It has the fewest withdrawal networks — ten — and the widest spread of fees between them of anyone we cover: choosing the network matters more here than anywhere.
13. LBank
Eight hundred and thirty contracts and a broad P2P including hryvnia. It is absent from our spot arbitrage: the exchange serves its book one symbol per request, and spreads computed from last-trade prices do not fill.
14. Phemex
A small derivatives venue: a hundred and fifty spot pairs, a hundred and twenty contracts. It serves its market openly and the book is even. But it does not publish withdrawal fees, so transfer costs cannot be priced in advance.
15. Kraken
The oldest venue we cover and the only one quoting almost everything in real dollars rather than USDT. For someone in Ukraine that is mostly a drawback: no hryvnia, no P2P at all, fiat moves by bank transfer, withdrawal fees unpublished. Its place at the bottom is about fitness for this particular job, not about the quality of the exchange.
What matters most in Ukraine
The hryvnia entry. On almost every venue it runs through P2P — a deal with a person, not with the exchange. So look past the rate to the number of ads: where there are only a handful, the rate in the table may be unreachable.
The cost of moving out. The spread between venues is a hundredfold: from 0.001 on HTX to 1 on WhiteBIT for the same USDT. On a single purchase it is invisible; on a route with two or three transfers it decides the outcome.
Two venues, not one. The cheap hryvnia entry and the cheap place to trade are almost never the same exchange. The usual working set is one of each, with a transfer between them on the cheapest network.
